New Research: Institutional Architecture of Business Financing

DataDriven Research & Consulting alongside with CMS Ukraine are pleased to present the latest joint study: “Institutional Architecture of Business Financing: International and National Structure”

This research provides a structured overview of the instruments, actors, and mechanisms that shape access to capital for Ukrainian businesses — from microenterprises to large corporations. It offers a critical examination of international financial institutions (IFIs), development finance institutions (DFIs), national frameworks, and legal infrastructure, and identifies barriers to financing at every level.

Key focus areas include:

- Availability of concessional loans, blended finance, guarantees, and quasi-equity;

- Gaps in domestic banking and capital markets;

- Accessibility of instruments by business size;

- Strategic role of IFIs and DFIs in Ukraine’s recovery;

- Legal and operational bottlenecks for investment implementation.

The report highlights the urgent need to address the “missing middle” in Ukraine’s financial architecture and proposes systemic solutions to enhance the absorptive capacity of private sector financing.
