Pierre Heilbronn

Pierre Heilbronn is a senior French executive and adviser with extensive experience in European affairs, international finance and investment, and a longstanding engagement with Ukraine. He served as the French President’s Special Envoy for Ukraine’s Relief and Reconstruction from 2023 to 2025, coordinating France’s engagement with the Ukrainian authorities, financial institutions, international partners and the private sector, with a particular focus on mobilising investment and supporting Ukraine’s reconstruction and European integration. Previously, he spent five years as Vice President for Policy and Partnerships and a member of the Executive Committee of the European Bank for Reconstruction and Development (EBRD), where his responsibilities included country and sector strategies, policy engagement and international partnerships. He has also held senior positions at the French Ministry of Economy and Finance, the General Secretariat for European Affairs and the European Commission. He now advises companies, investors and institutions on European and international strategy, with a particular focus on Ukraine, reconstruction, strategic industries and investment.

Şevki Acuner is a financier and banker with extensive experience in international development finance, banking, risk management, and corporate governance. He spent almost 23 years at the European Bank for Reconstruction and Development (EBRD), where he held senior roles across risk management, agribusiness, and country leadership, and served as EBRD Director for Ukraine from 2013 to 2018. Prior to joining the EBRD, Acuner worked at the Central Bank of Turkey, the Bank of Montreal, and the Royal Bank of Canada across North America and Europe. In Ukraine, he also held major governance roles, including Chairman of the Supervisory Board of Ukrainian Railways (UkrZaliznitsia), Chairman of the Supervisory Board of Ukrenergo, Chairman of the Supervisory Board of Oshadbank, Chairman of the Supervisory Board of Sense Bank, contributing to the reform and strategic development of key state-owned enterprises. He has also served as an independent board member at Tekfen Holding, Anadolu Efes, and Migros Ticaret.
Kuninori Matsuda

Kuninori Matsuda is a seasoned Japanese diplomat with over 40 years of experience. He served as Japan’s Ambassador to Ukraine from 2021 to 2024, playing a key role in shaping Japan’s response to the Russian invasion. In 2024, he was awarded the Order of Merit, Third Class, by the President of Ukraine for his efforts to strengthen relations between the two countries. Matsuda has held significant roles in Japan’s Ministry of Foreign Affairs, including Director of the Russian Division and Deputy Director General at the National Institute of Public Administration. He has also served as Ambassador to Pakistan, Consul General in Hong Kong, and Deputy Head of Mission in Israel. After retiring from public service Kuninori took on several prominent roles, including Executive Advisor to Plus W Inc., ABC Style Co. Ltd., and Fukuvi Chemical Industry Co. Ltd., and became a member of the Advisory Council at DTEK, prominent Ukrainian energy company.
Oksana Volchko

She served as an Independent Board Member at Ukrgasbank and Ukrposhta (2018–2023), playing a key role in strategy formulation, corporate governance enhancement, and transformation of Ukraine’s largest state-owned enterprises. Prior to that, she managed corporate client relations at Raiffeisen Bank Ukraine, serving as Director for Corporate Business and Head of Multinational Corporate Clients, where she led advisory projects for top-tier international companies. Today, Oksana advises private businesses and public institutions on ESG integration, governance reform, stakeholder engagement, and strategic business transformation, supporting long-term institutional development and alignment with international standards of corporate responsibility and sustainability
