As a result of the Russian aggression, Ukraine faces an urgent need to process and repurpose vast volumes of construction and demolition waste. This study examines associated environmental, regulatory, and operational challenges. Its primary objective is to capture the perspectives, barriers, and long-term strategies envisioned by different stakeholders across the construction and recycling sectors. The development of a robust construction waste recycling industry is essential not only for addressing the immediate impacts of Russian aggression but also for advancing the sector’s alignment with circular economy principles and supporting Ukraine’s broader green transition.
