This paper explores agrovoltaics (Agri-PV)—the integration of solar power with agriculture—as a strategic opportunity for Ukraine’s energy transition and rural development. With strong solar potential and wartime energy disruptions, Ukraine is well-positioned to adopt Agri-PV, following trends driven by EU climate policy. It assesses viable Agri-PV technologies (e.g., fixed-tilt, dual-axis, translucent panels) and financial feasibility across farm scales. Three implementation models are presented: in-house projects, partnerships with developers, and farmer cooperatives. The paper also outlines legal barriers, funding sources, and policy recommendations.

With abundant feedstocks, existing gas infrastructure, and strong EU demand, Ukraine can scale production and exports.
